Welfare Support During Major SPF Operations

To enhance our officers' well-being and resilience during operational deployments, welfare-related resources and supplements are distributed to units for their use. These welfare-related support provisions are to supplement basic operational supplies.

Apart from supporting major SPF operations, Police Welfare Division also provides welfare support and assistance during crisis situations whereby officers are injured or killed in the line of duty. This welfare support comes in the form of insurance claim submission made on behalf of the officer or his/her next-of-kin, and the provision of assistance in the conduct of Police Ceremonial Funerals and Memorial Services.




Police Psychological Services

The Police Psychological Services Division (PPSD) was set up to provide quality psychological services to officers with the aim to enhance police officers' well-being and mental health, as well as to ensure operational effectiveness in the Singapore Police Force.

The Police Psychological Services Division provides the following services:

  • Counselling and Helpline — PPSD provides direct counselling services to officers (regulars, PNSFs and civilians) through self-referral and supervisors-referral, as well as through the PPSD Counselling Helpline (1800 255 1151). This helpline operates from 8.30am to 6.30pm every weekday. Information shared during counselling sessions will be kept confidential, unless in exceptional situation where breach of confidentiality is necessary(e.g. suicidal ideation).
  • Paracounselling Programme — This includes the selection, training and continual development of a team of SPF officers and staff who volunteer as Paracounsellors to provide counselling support to officers.
  • Resilience Building Programmes — These programmes aim to help officers build their resilience and life skills so as to enhance their ability to cope with adversities. This is done through organised seminars such as the annual Resilience Building Seminar, training courses on stress management and well-being; and dissemination of in-house publications to supervisors and officers.
  • Critical Incident Support — PPSD provides support to officers and their families during critical incidents, such as a line-of-duty death or trauma incident. Psychologists are activated to provide on-scene support or to conduct critical incident stress management following a critical incident.
  • Operations Support — To sustain officers' resilience and boost their morale during prolonged operations, PPSD conducts a series of mental preparation trainings before, during and post-operations. PPSD also monitors the Force's morale through its various sensing mechanisms. Guidelines on morale management are also prepared for unit leaders during such operations. Brochures and handouts on coping with deployment stress are disseminated to help officers better understand and deal with operational stresses and to remain vigilant.
  • Investigations Support — PPSD assists in criminal investigations and crime prevention efforts through its research in understanding various types of crimes and criminals such as outrage of modesty and violent offenders. Trainings are also provided to enable police investigators to be more competent in their work.
  • Selection and Assessment of Direct Entry as well as for Specialist Units — PPSD conducts assessment, selection and recruitment of direct-entry police officers and appointments in specialised units such as Special Tactics and Rescue (STAR), Police Coast Guard, and United Nations Peacekeeping Force (UNPFK) through the use of psychometric tests.
  • Leadership Development Programmes — This includes helping officers to improve their leadership qualities through the Leadership Competency Framework (LCF) and Leadership Development Framework (LDF), as well as through leadership and command assessment.
  • Organisational Health Survey — An initiative by PPSD which is conducted every 18 months, this is a useful tool that provides a pulse to the organisation's health and internal officers' resilience. It seeks to improve the SPF by helping to identify areas of strengths and weaknesses. Through looking at areas like staff well-being, existing social support systems and programmes, work environment and operational efficiency and effectiveness, the survey identifies areas that are doing well and areas that need improvement.
